This can be a result of many factors:
- Incorrect IP address configuration
- Modulation does not match up on both ends of the link
- Ethernet switch setting do not match up on both ends of the link
- Ethernet traffic (configured through Cross Connections) does not match up on both ends of the link
- Modem interleaver mode does not match up on both ends of the link
- MHSB settings not configured correctly
